You cannot choose to use the steps without the railing which I perfer because the automatic pool cleaner gets caught in the rail. The railings bolt to the inside of the frame and cannot be removed on a regular basis. The hundred pound weight of sand is not enough weight by itself to keep the steps from shifting around in the pool this is a big problem. Additionally, the middle sand filled step does not lock tight to the base so it shifts when you stand on it creating a gap between the step and the base where a child could easily get a finger or toe pinched. I can live with the mounting issue, but I believe the step pinch problem is a big enough safty issue to warrent a recall.
